LIFE4DEGAS is building the evidence, policy options and cooperation framework needed to reduce or eliminate the uncontrolled release of non-methane volatile organic compounds from inland and maritime shipping.

The challenge

Making an overlooked source of air pollution visible

After a tanker unloads its cargo, vapour residues may remain inside its tanks. Before the next loading operation, these residues can be released directly into the atmosphere through free ventilation or uncontrolled degassing.

Non-methane volatile organic compounds, or NMVOCs, contribute to ground-level ozone and fine particulate matter. Their release can affect port workers, nearby communities, crops and ecosystems. Although shore-based vapour reception and recovery systems exist, rules, infrastructure and practices remain uneven across Europe, particularly in maritime transport.

From evidence to action

LIFE4DEGAS Expected Results

As a preparatory project, LIFE4DEGAS develops the knowledge and tools required for future implementation. Its work combines measurements, regulatory analysis, policy development and stakeholder cooperation.

Mapping transport flows, degassing practices, legislation, stakeholders and data gaps.

Real-world evidence

At least six air-quality measurement campaigns to support emissions and impact analysis.

Needs and solutions

Identifying technical, economic, organisational and enforcement barriers and viable alternatives.

Harmonised pathways

Developing technical, legal and governance scenarios with quantified costs and benefits.

Funding recommendations

Connecting EU instruments with infrastructure, innovation, research and capacity-building needs.

International cooperation

Exploring action through IMO and UNECE, including possible regional NMVOC Emission Control Areas.

SDG4MED in LIFE4DEGAS

Technical and scientific secretariat

SDG4MED is a project partner and serves as the technical and scientific secretariat of LIFE4DEGAS. In this role, it supports cooperation across the project, connects scientific work with institutional dialogue and helps maintain the flow of knowledge among partners and stakeholders.

The role reflects SDG4MED’s commitment to Mediterranean environmental protection and to turning scientific evidence into practical input for public policy and European cooperation.
